Criteria for the Selection of the 2021 Princess Maha Chakri Award Recipients
To commemorate the auspicious occasion of Her Royal Highness Princess Maha Chakri Sirindhorn’s 60th birthday anniversary in 2015, the Princess Maha Chakri Award Foundation and the Teachers’ Council of Thailand recognize the outstanding teachers whose dedication and internationally recognized achievements have resulted in significant impact on the students’ lives and a better education system.
The Princess Maha Chakri Award Foundation, in association with eleven Ministries of Education from all ASEAN countries and Timor-Leste to each search and nominate an exceptional teacher worthy of the prestigious Princess Maha Chakri Award in the year 2015-2021 according to the selection guidelines stipulated by the Princess Maha Chakri Award Foundation. The Princess Maha Chakri Award Foundation provides the overall criteria which is “Teachers who Changes Students’ Lives”, particularly the disadvantaged groups. The following are four principles:
1. Consolidation of national mechanisms that promote and honour outstanding teachers. The selection processes should mobilize and augment existing mechanisms to foster understanding of the general public and acceptance that the awardees are justifiably commendable of such honor.
2. Participation from all sectors of society. This is to enhance widespread public appreciation of the pivotal value of teachers and impact on student development through extensive participation in transparent selection processes and other contributions.
3. Promotion campaigns at all levels of society. Nomination of teachers from all levels should be encouraged, e.g. communities, selection by area-based mechanisms, government agencies, professional organizations. This would enable promotion of local and nationwide campaigns as well as public awareness and participation to ensure transparency of the selection process.
4. Evidence of developmental changes to students and inspiration to fellow teachers. Empirical evidence on changes and inspiration that are direct results of endeavors of the Award recipients should be sought and highlighted.

CRITERIA AND SELECTION PROCESS
A selection of a recipient from Brunei Darussalam has carried out by the Education’s Executive Selection Committee for the 4th Princess Maha Chakri Award 2021.
1. The selection started with the identification of eligible candidates that are among teachers/instructors or leaders of educational institutions who have received the ‘Excellent Teacher Award’ in conjunction with the Teacher’s Day Celebration, Brunei Darussalam held in the last five (5) years [2015 – 2019’s recipient]. They also
- still actively involved in teaching and working either in government or private education institutions,
- maintaining excellence in the field of education/service within the last five (5) years,
- have served not less than 20 years and have at least 15 years of teaching experience, and
- have a remaining of service not less than 5 years.
2. The selection of the top candidates is based on the evaluation result of all criteria in the following aspects:
- Quality of Teaching and Management
- Administration and Management of Schools / Institutions / Department / Units
- Professional Development
- Leadership Teaching / Education
- Contribution
- Personality / Discipline / Ethical Standards
- Awards
- Other Traits – include the followinga) National contribution in various forms including providing advisory, professional and research services, writing and publication for the development of education and society in Brunei Darussalam.
b) Being actively involved in professional/educational organizations or bodies, welfare activities or in voluntary, community and/or religious work is an advantage.
c) Have excellent and commendable service record in schools / educational institutions, offices or society and clean from security filters any criminal cases.
d) Provide positive impact to improve the quality of life of the people especially the underprivileged.
e) Respect for the dedicated teachers from eleven (11) countries in Southeast Asia who have contributed to the development of education and human development. This includes contributions in education and the advancement of teaching by attending and presenting papers, sharing knowledge and skills in conferences, seminars, forums, and workshops at the national and international levels.
f) Supporting and promoting the profession of education. This includes being able to attract interest/trust of students/community towards the profession of education; and capacity as supervisor, operator, facilitator in educational programmes/activities.
g) Strengthen international relations in the field of education. This includes the following:- Contribute to education and teacher progress by attending or presenting papers, sharing knowledge and skills in conferences, seminars, forums and workshops or being facilitators, mentors, consultants or referees in educational development and human
- development activities at the international level;
Involvement or membership in professional activities of educational development and human development (including - competition and exhibition activities) at the international level; Receive certificates/letters/badges of appreciation or recognition, and other awards and successes for professional involvement including guidance for competition activities or research or the sharing of knowledge and skills of students internationally.
3. The result of the final selection and the name of the nominated recipient is sent for validation by the Permanent Secretary (Core) Education and the Minister of Education.
4. Minister’s Official Letter to His Majesty The Sultan of Brunei Darussalam to get His Majesty’s validation, approval, and consent.
5. The name of the nominated recipient is sent to PMCAF upon receiving consent from His Majesty The Sultan of Brunei Darussalam.

Established by the Ministry of Education, Youth and Sport of the Kingdom of Cambodia, the nominees for selection shall score high in these criteria in the following core indicators:

GENERAL CRITERIA
PMCA awardee was selected based on the achievement as an Outstanding National Junior Secondary Education Teacher awardee in 2019 (the National Award in 2020-2021 was put on hold due to the Covid-19 pandemic).
THE CRITERIA:
Has an excellent performance, pedagogic competence, and social skills that meet or exceed the National Education Standards

SELECTION PROCESS
- The 1st winner of the Outstanding Junior Secondary Education Teacher Award at the Education Unit level will join the Outstanding Junior Secondary Education Teacher Award at the District level.
- The 1st winner of the Outstanding Junior Secondary Education Teacher Award at the District level will join the Outstanding Junior Secondary Education Teacher Award at the Provincial level.
- The 1st winner of the Outstanding Junior Secondary Education Teacher Award at the Provincial level will join the Outstanding Junior Secondary Education Teacher Award at the National level.
- The 1st winner of the Outstanding Junior Secondary Education Teacher Award at the National level will be selected as PMCA awardee.

LAO PDR
CRITERIA AND SELECTION PROCESS
The selection process for the Princess Maha Chakri Award recipients in Lao PDR was conducted at four levels, namely school, district, provincial and central levels.
1. The Department of Organization and Personnel, Ministry of Education and Sports, sent a memo to inform 18 Provincial Education and Sports Services.
2. Each level appointed their respective selection committee.
3. Each of the 18 provincial committees selected their best teachers and sent the reports of outstanding performance of 18 best teachers to the Ministry of Education and Sports.
4. The Ministry Committee conducted three meetings:
- Shortlisted six candidates from the 18 candidates of best teachers (one from primary and five from secondary schools),
- Shortlisted two candidates from two secondary schools
- Selected only one candidate who is the best as the Lao representative to receive the Princess Maha Chakri Award 2021
- Announced and endorsed the recipient among the Selection Committee and all departments at Ministry of Education and Sports.
5. The Department of Organization and Personnel submitted a report and the nomination of the best teacher to the Minister of Education and Sports.
6. The Minister of Education and Sports approved the nomination.

MALAYSIA
CRITERIA AND SELECTION PROCESS
1. Nomination is made by the 16 State Education Departments (SED) and respective divisions in the Ministry of Education (MoE), Malaysia.
2. The Deputy Director General of Education (Teacher Professionalism Development Sector) is the Focal Person for the PMCA Award in Malaysia. He heads the PMCA Nomination Committee. The Committee consists of Strategic Planning and International Relations Division, the School Inspectorate Division and the Education Resources and Technology Division.
3. A taskforce has been set up to shortlist candidates and evaluation including online evaluation by evaluation panels followed by an on-site evaluation of the shortlisted candidates.
4. The candidates were evaluated based on:
a. Document submitted (40%):
- Educational background and services;
- Human Capital Development Programmes; and
- Contributions and Achievements in Curriculum, Co-Curriculum,
Educational Innovation, Teaching Profession and Acknowledgements, Professional Involvements, Publications, Volunteerism & Teachers’ Association, Awards.
b. Online evaluation (60%):
- Teaching and Learning;
- Presentation by Candidate;
- Outcome on Human Capital Development;
- Interview with candidate, Head of Department, colleagues and students
5. The outcome of the on-site evaluation was presented to the PMCA Nomination Committee and is endorsed by the Secretary General of MoE, Malaysia.

MYANMAR
SELECTION PROCESS
1. Teachers from (49) Basic Education Schools in Myanmar which have been implementing PMCA programme were asked to apply for 2021 PMCA Award.
2. Those teachers were asked to participate in the online interview. During the interview, they were asked to demonstrate their English language skills, their knowledge about ASEAN and PMCA, and elaborate on the school activities they have participated in.
3. The first three teachers who have got the highest marks in the interview were proposed by the Department of Basic Education. They were selected and approved by the Ministry of Education.

CRITERIA AND SELECTION PROCESS
The Philippines, Princess Maha Chakri Award Screening Committee Criteria:
- Participation in community and civic movements most especially where education is least accessible;
- Innovation in teaching has benefited in communities where he/she has taught;
- Ability to inspire, promote, and sustain the development of students and fellow teachers through their decision.
The Philippines, PMCA’s screening process shall undergo the following procedure:
- PMCA Selection Committee composed of Deputy Minister (Undersecretary), the Head of Bureau of Human Resources and Organization Development (BHROD), Head of the International Cooperation Office (ICO), Head of the National Educators’ Academy of the Philippines (NEAP);
- One (1) nominee from each region of the Philippines to be submitted to DepEd Central Office;
- PMCA Selection Committee meeting convened to deliberate on the seventeen (17) nominations and select one (1) awardee;
- The Minister of Education, Philippines approves the awardee chosen;
- The one chosen will be submitted to the PMCA Foundation for further review.

CRITERIA AND SELECTION PROCESS
CRITERIA
These are the five evidence categories used to select the PMCA recip- ient of Singapore. The PMCA recipient is selected from among the final- ists of Singapore’s President’s Award for Teachers (PAT) who have exem- plified themselves as a role model for the profession.
1. Evidence that the teacher is committed to the character, moral and citizenship development of students
- Creates positive learning experiences through strategies and programmes to shape the students’ character, moral and citizenship • development, inculcating in them a strong sense of civic responsibility;
- Actively encourages students to participate in community service programmes;
- Goes out of his/her way to reach out and change student’s with behavioral or social problems.
2. Evidence that the teacher motivates, challenges and inspires students to bring out their full potential
- Recognizes the potential to learn and achieve in every student, creates opportunities for them to develop to the fullest, and guides them to
- develop a purpose or goal in life; Succeeds in developing a positive learning culture among students, encouraging active student participation, and self-directed andcollaborative learning and independent thinking;
- Inculcates the spirit of innovation and enterprise, curiosity and creativity in students and explores possibilities with them, within and beyond the classroom.
3. Evidence that the teacher is a reflective practitioner who demonstrates deep pedagogy

4. Evidence that the teachers leads in and contributes to the professional growth of other teachers
- Role-models and promotes a culture of continuous learning to strengthen the professional knowledge and practice of peers;
- Promotes collaborative professional practices through building positive • and trusting relationships within the teaching fraternity;
- Demonstrate teacher leadership through mentoring and inspiring teachers in their professional growth;
5. Evidence that the teacher is a role model for the teaching profession
- Displays a strong sense of professional pride in his/her work and upholds the ethos of the teaching profession;
- Is held high esteem by parents, administrators, colleagues, students, peers and other educational partners for epitomizing the teaching profession;
- Forges trusting and supportive partnership with the large community and proactively engages parents to support the school in the holistic development of the child.
6. Demonstrated passion and dedicating in educating students with special needs or are low-progress learners
- Must have demonstrated the passion and dedication for educating students with special needs or low-progress learners;
- This is aligned to the lifelong work of Her Royal highness Princess Maha Chakri Sirindhorn in empowering students to take ownership of their own future.
SELECTION PROCESS
- The PMCA recipient from Singapore is chosen from among the finalists

CRITERIA AND SELECTION PROCESS
GENERAL CRITERIA
1. Must be Thai nationality and living in Thailand.
2. Is or was a teacher of basic education in public or private schools.
3. Is or has been a teacher who teaches basic education level, particularly the disadvantaged students in the remote areas.
4. Has been teaching and involves in learning management continuously for at least 15 years as of the date of announcement.
5. Is not a person who makes a career of being a part-time teacher.
SPECIFIC CRITERIA
1. Is the teacher who has made significant impact to the student’s lives and uplifts the teaching profession and dedicates to fulfill mission of teaching toward student’s success.
2. Is a teacher who contributes to education and is a role model to other teachers. Has been teaching or involves in learning management. Has significant development to education in the country and the region.
ELIGIBLE NOMINATOR
1. Public and Private organizations according to the announcement of the PMCA Foundation.
2. Basic education institutions with the approval of the Office of the Basic Education Commission
(one institution per one candidate and submit the nomination to the Provincial Selection Committee)
3. Associations,FoundationsandOrganizationswhosemissionistopromote learning (one organization per one candidate and submit the nomination to the Provincial Selection Committee).
4. Alumni-age not less than 25 years old (one student per one candidate and submit the nomination to the Provincial Selection Committee).
5. Teachers at the higher education level who used to teach the candidate (three teachers at higher education level per one candidate and submit the nomination to the Provincial Selection Committee).
SELECTION PROCESS
The Princess Maha Chakri Award Foundation Committee sets up the Committees for selection process. In this regard, there are a number of Committees and Sub-committees with the following procedures:
1. Provincial Selection Committee
Firstly, the selection process commences at the provincial level.
- The Governor of each province appoints the Provincial Selection Committee comprising members from various agencies concerned.
- The number of nominated teachers are considered in proportion to the population in each province.
- Public hearing will be organized in case that there is an objection to the shortlisted candidates.
- The Provincial Selection Committee then submits the nomination to the Central Selection Committee.
2. The Central Selection Committee
The Central Committee comprises three Sub-committees.
- 2.1 The members of the first Sub-committee comprising representatives from the public, private and media sectors jointly screen the nomination documents and select 40 candidates from 176 candidates based on detailed information from the Provincial Selection Committee.
- 2.2 The members of the second Sub-committee study an in-depth review and select 20 candidates from 40 candidates.
- 2.3 The members of the third Sub-committee go to observe the shortlisted candidates at the school sites as appropriate.
3. Observations/Evaluation
The members of the Selection Sub-committee that go to the school sites have to observe and interview all concerned such as students (alumni and current students), fellow teachers, school principals, parents and community members. Then the members of the Sub-committee select three most outstanding teachers from 20 candidates and submit the nomination to the Central Selection Committee and the Academic Committee for endorsement. Only one candidate is awarded the PMCA teacher, the other two teachers receive Kunakorn Awards and the 17 remaining teachers are awarded Yingkhun Teachers whereas the rest of 156 candidates are awarded Kwan Sit Teachers. Lastly, the Princess Maha Chakri Award Foundation Committee calls its meeting to approve the nominations as proposed.
Note: For the 4th PMCA Award 2021, Thailand’s case, the PMCA Foundation Committee approves one PMCA teacher, three Kunakorn, 16 Yingkhun Teachers and 156 Kwan Sit Teachers.

TIMOR-LESTE
CRITERIA AND SELECTION PROCESS
In terms of coordination, we have involved our Superintendents in 13 Municipalities to provide names of the two best teachers of basic education. We had shared the criterial with them in advance for their reference in order to help them identify the best teachers in their areas.
We also coordinated with national teacher trainers and school coordinators, as they are those who most intimately know the quality of teaching in the school. We involved various key people as it helps with information that we can take into consideration for the final decision. The data or information was given for cross-checking to ensure that information received by the Selection Committee from one source was indeed valid and relevant.
PROCEDURES APPLIED DURING
THE RECRUITMENT PROCESS:
1. Established a technical team, including two national trainers from the National Institute for Teacher Training and Professional Development, staff from the cabinet of the Vice Minister of Preschool and Basic Education, and a focal point.
2. School directors, teachers, municipal directors and superintendents from 13 municipalities were in discussions and interviews in order to provide data analysis and feedback to facilitate decision making.
3. Engaged with superintendents in 13 municipalities, as school inspectors are those who visit schools most often to observe teaching quality and classroom management skills.
4. Data was cross-checked to ensure information received from one source was indeed valid and relevant.
5. National teacher trainers were also involved in cross-checking, as they travel often to provide training at the school level. They have a broader understanding about what constitutes good pedagogy, and whether the teachers recommended are truly adopting a child-centered and effective pedagogical approach, both during teaching time and/or during training.
6. School visits were conducted unexpectedly, in order to prevent the schools or the candidates preparing and/or organizing themselves in advance.
7. Interviews with teachers, other teacher colleagues, school coordinators, students and parents were conducted during the school visits.
8. Classroom observations were conducted during the school visits, with the aim of gathering a clear understanding of each candidate’s teaching approach, ensuring that child-centered methodology was being used properly and prominently.
9. We selected five best teachers among the 14 candidates.
SELECTION PROCESS:
From the 13 municipalities, the selection committee received 14 candidates. The nominees were required to meet the criteria as stated below, (some criteria):
- Permanent citizen of Timor-Leste
- Minimum age 30 years old
- 10 years of minimum service as a teacher (teaching experience)
- Demonstrate good skills in developing teaching materials
- Demonstrate him/her to be a positive role model to fellow teachers in the school and to the community in general
- Demonstrate good communication skills and effective interaction with fellow teachers, parents of students, and the community as education stakeholders.

VIETNAM
CRITERIA AND SELECTION PROCESS
CRITERIA
1. being currently a teacher or educator or educational manager at secondary school.
2. dedicated to education with outstanding achievements and contribution to education and human resource development of the city/province/school.
3. deserving international recognition for his/her support and development of teaching professional and educational development, including wider international cooperation in the field of education.
4. Pro-active in teaching and/or administration of the school. (+ priority given to candidate who can speak English)
SELECTION PROCESS
1. Upon receipt of the invitation letter from the Princes Maha Chakri Award Foundation in July 2020, an official letter was sent in August 2020 to all Departments of Education and Training of 63 Provinces/cities in Vietnam.
2. The deadline for nominations submission to the Ministry of Education and Training (MOET) was 31 October 2020.
3. The Department of International Cooperation and the Department of Emulation – Reward reviewed all nominations and selected the candidate: Ms. HA Anh Phuong, Huong Can High School for the 4th Princess Maha Chakri Award to submit to the two Deputy Ministers who are in charge of secondary education, teachers (development) and educational manager and international cooperation.
4. The two Deputy Ministers agree with the nomination of the two Departments.
Additional Information: In the year 2020, the MOET organized the Congress commends outstanding individuals in the field of education and training nationwide. Ms. Ha Anh Phuong is on the commended list. This Congress is held every five years.
