Criteria for the Selection of the 2023 Princess Maha Chakri Award Recipients<\/span><\/h4><\/div>

To commemorate the auspicious occasion of Her Royal Highness Princess Maha Chakri Sirindhorn\u2019s 60th <\/sup>birthday anniversary in 2015, the Princess Maha Chakri Award Foundation and the Teachers\u2019 Council of Thailand recognize the outstanding teachers whose dedication and achievements have resulted in significant impact on the students\u2019 lives and a better education system.<\/p>\n

The Princess Maha Chakri Award Foundation, in association with eleven Ministries of Education from all ASEAN countries and Timor-Leste to each search and nominate an exceptional teacher worthy of the prestigious Princess Maha Chakri Award in the year 2023 according to the selection guidelines stipulated by the Princess Maha Chakri Award Foundation. The Princess Maha Chakri Award Foundation provides the overall criteria which is \u201cTeachers who Changes Students\u2019 Lives\u201d, particularly the disadvantaged groups. The following are four principles:<\/p>\n

    \n
  1. Consolidation of national mechanisms that promote and honour outstanding teachers. <\/strong>The selection processes should mobilize and augment existing mechanisms to foster understanding of the general public and acceptance that the awardees are justifiably commendable of such honor.<\/li>\n
  2. Participation from all sectors of society. <\/strong>This is to enhance widespread public appreciation of the pivotal value of teachers and impact on student development through extensive participation in transparent selection processes and other contributions.<\/li>\n
  3. Promotion campaigns at all levels of society. <\/strong>Nomination of teachers from all levels should be encouraged, e.g. communities, selection by area-based mechanisms, government agencies, professional organizations. This would enable promotion of local and nationwide campaigns as well as public awareness and participation to ensure transparency of the selection process.<\/li>\n
  4. Evidence of developmental changes to students and inspiration to fellow teachers. <\/strong>Empirical evidence on changes and inspiration that are direct results of endeavors of the Award recipients should be sought and highlighted. The Minis- try of Education of each member country sets up their own processes and criteria as follows:<\/li>\n<\/ol>\n

    CRITERIA AND SELECTION PROCESS<\/strong><\/p>\n

    A selection of a recipient from Brunei Darussalam has carried out by the Education\u2019s Executive Selection Committee for the 5th <\/sup>Princess Maha Chakri Award 2023.<\/p>\n

      \n
    1. The selection started with the identification of eligible candidates that are among teachers\/instructors or leaders of educational institutions who have received the \u2018Excellent Teacher Award\u2019 in conjunction with the Teacher\u2019s Day Celebration, Brunei Darussalam held in the last five (5) years [2018-2022\u2019s recipient]. They also\n
        \n
      1. still actively involved in teaching and working either in government or private education institutions,<\/li>\n
      2. maintaining excellence in the field of education\/service within the last five (5) years,<\/li>\n
      3. have served not less than 20 years and have at least 15 years of teaching experience, and<\/li>\n
      4. have a remaining of service not less than 10 years.<\/li>\n<\/ol>\n<\/li>\n
      5. The selection of the top candidates is based on the evaluation result of all criteria in the following aspects:\n
          \n
        1. Quality of Teaching and Management<\/li>\n
        2. Administration and Management of Schools \/ Institutions \/ Department \/ Units<\/li>\n
        3. Professional Development<\/li>\n
        4. Leadership Teaching \/ Education<\/li>\n
        5. Contribution<\/li>\n
        6. Personality \/ Discipline \/ Ethical Standards<\/li>\n
        7. Awards<\/li>\n
        8. Other Traits \u2013 include the following<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n

          National contribution in various forms including providing advisory, professional and research services, writing and publication for the development of education and society in Brunei Darussalam<\/p>\n

            \n
          • Being actively involved in professional\/educational organizations or bodies, welfare activities or in voluntary, community and\/or religious work is an advantage.<\/li>\n
          • Have excellent and commendable service record in schools \/ educational institutions, offices or society and clean from security filters any criminal cases.<\/li>\n
          • Provide positive impact to improve the quality of life of the people especially the underprivileged.<\/li>\n
          • Respect for the dedicated teachers from eleven (11) countries in Southeast Asia who have contributed to the development of education and human development. This includes contributions in education and the advancement of teaching by attending and presenting papers, sharing knowledge and skills in conferences, seminars, forums, and workshops at the national and international levels.<\/li>\n
          • Supporting and promoting the profession of education. This includes being able to attract interest\/trust of students\/community towards the profession of education; and capacity as supervisor, operator, facilitator in educational programmes\/ activities.<\/li>\n
          • Strengthen international relations in the field of education. This includes the following:<\/li>\n

            • Contribute to education and teacher progress by attending or presenting papers, sharing knowledge and skills in conferences, seminars, forums and workshops or being facilitators, mentors, consultants or referees in educational development and human development activities at the international level;<\/li>\n
            • Involvement or membership in professional activities of educational development and human development (including competition and exhibition activities) at the international level;<\/li>\n
            • Receive certificates\/letters\/badges of appreciation or recognition, and other awards and successes for professional involvement including guidance for competition activities or research or the sharing of knowledge and skills of students international.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

              The last process are<\/p>\n

              1. The result of the final selection and the name of the nominated recipient is sent for validation by the Permanent Secretary (Core) Education and the Minister of Education.<\/li>\n
              2. Minister\u2019s Official Letter to His Majesty The Sultan of Brunei Darussalam to get His Majesty\u2019s validation, approval, and consent.<\/li>\n
              3. The name of the nominated recipient is sent to PMCAF upon receiving con- sent from His Majesty The Sultan of Brunei Darussalam.<\/span><\/li>\n<\/ol>\n<\/div>\n<\/div><\/div><\/div><\/div><\/div>

                                      The selection process for the Princess Maha Chakri Award recipients in Lao PDR was conducted at four levels, namely school, district, provincial and central levels.<\/p>\n

                                      1. The Department of Organization and Personnel, Ministry of Education and Sports, sent a memo to inform 18 Provincial Education and Sports Services.<\/p>\n

                                      2. Each level appointed their respective selection committee.<\/p>\n

                                      3. Each of the 18 provincial committees selected their best teachers and sent the reports of outstanding performance of 18 best teachers to the Ministry of Education and Sports.<\/p>\n

                                      4. The Ministry Committee conducted three meetings:<\/p>\n

                                        \n
                                      • \u00a0Shortlisted 5 candidates from the 18 candidates of best teachers (2 from primary, 1 from secondary school, 1 from lower secondary school, and 1 from upper secondary school),<\/li>\n
                                      • Selected only one candidate who is the best as the Lao representative to receive the Princess Maha Chakri Award 2023<\/li>\n
                                      • \n

                                        Announced and endorsed the recipient among the Selection Committee and all departments at Ministry of Education and Sports.<\/p>\n<\/li>\n<\/ul>\n

                                        5. The Department of Organization and Personnel submitted a report and the nomination of the best teacher to the Minister of Education and Sports.<\/p>\n

                                        6.                                         1. Nomination is made by the 16 State Education Departments (SED) and respective divisions in the Ministry of Education (MoE), Malaysia.<\/p>\n

                                        2. The Deputy Director General of Education (Teacher Professionalism Development Sector) is the Focal Person for the PMCA Award in Malaysia. He heads the PMCA Nomination Committee. The Committee consists of Strategic Planning and International Relations Division, the School Inspectorate Division and the Education Resources and Technology Division.<\/p>\n

                                        3. A taskforce has been set up to shortlist candidates and evaluation including online interview by evaluation panels followed by an on-site evaluation of the shortlisted candidates.<\/p>\n

                                            1. Teachers from (49) Basic Education Schools in Myanmar which have been implementing PMCA programme were asked to apply for 2023 PMCA Award.<\/p>\n

                                            2. Those teachers were asked to participate in an in-person interview. During the interview, they were asked to demonstrate their English language skills, their computer skill, their knowledge about ASEAN and PMCA, and elaborate on the school activities they have participated in.<\/p>\n

                                            3. The first three teachers who have got the highest marks in the interview were proposed by the Department of Basic Education. They were selected and approved by the Ministry of Education.<\/p>\n

                                            The Philippines, PMCA\u2019s screening process shall undergo the following procedure:<\/p>\n

                                            a. PMCA Selection Committee composed of Deputy Minister (Undersecretary), the Head of Bureau of Human Resources and Organization Development (BHROD), Head of the International Cooperation Office (ICO), Head of the National Educators\u2019 Academy of the Philippines (NEAP);
                                            b. One (1) nominee from each region of the Philippines to be submitted to DepEd Central Office;
                                            c. PMCA Selection Committee meeting convened to deliberate on the seventeen (17) nominations and select one (1) awardee;
                                            d. The Minister of Education, Philippines approves the awardee chosen;

                                            1. Singapore\u2019s Princess Maha Chakri Award (PMCA) selection rides on our President\u2019s Award for Teachers (PAT) selection process. The call for PAT nominations begins in October of the preceding year and it ends in January of the year of the award. The selection process is between February and July.<\/p>\n

                                            2. In 2022, more than 11,000 nominations were received from 335 schools and institutions. The nominations come from school leaders, teachers, parents, as well as former and current students. Thereafter, the nominees would be endorsed by their respective school or institution principals, and only 17 candidates were shortlisted for the Selection Interview. The Selection Panel will also decide on Singapore\u2019s nomina- tion for the PMCA based on the pool of shortlisted candidates.<\/p>\n

                                            3. The Selection Panel for the Singapore\u2019s 2023 PMCA nominee was chaired by Mr Patrick Tay, Chairman of Government Parliamentary Committee (GPC) (Education) and comprised the Permanent Secretary (Education), the Second Permanent Secretary (Education), Director-General of Education, a former Principal of a Post-Secondary Education Institution and two COMPASS (COMmunity and PArents in Support of Schools) members.<\/p>\n

                                            4. The Selection Panel identified Mdm Chong Chew Luan Penny as Singapore\u2019s nominee for the 2023 PMCA, and the table below provides a summary of key information on Mdm Chong who is visually handicapped, but she is independent and has been giving presentations to our local teachers. She is capable of travelling beyond Singapore as long as there is a caregiver traveling with her.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

                                            GENERAL CRITERIA<\/b><\/p>\n

                                            1. Must be Thai nationality and living in Thailand.
                                            \n2. Is or was a teacher of basic education in public or private schools.
                                            \n3. Is or has been a teacher who teaches basic education level, particularly the disadvantaged students in the remote areas.
                                            \n4. Has been teaching and involves in learning management continuously for at least 15 years as of the date of announcement.
                                            \n5. Is not a person who makes a career of being a part-time teacher.<\/p>\n

                                            SPECIFIC CRITERIA<\/b><\/p>\n

                                            1. Is the teacher who has made significant impact to the student\u2019s lives and uplifts the teaching profession and dedicates to fulfill mission of teaching toward student\u2019s success.
                                            \n2. Is a teacher who contributes to education and is a role model to other teachers. Has been teaching or involves in learning management. Has significant development to education in the country and the region.<\/p>\n

                                            1. Public and Private organizations according to the announcement of the PMCA Foundation.
                                            \n2. Basic education institutions with the approval of the Office of the Basic Education Commission (one institution per one candidate and submit the nomination to the Provincial Selection Committee)
                                            \n3. Associations, Foundations and Organizations whose mission is to promote learning (one organization per one candidate and submit the nomination to the Provincial Selection Committee).
                                            \n4. Alumni-age not less than 25 years old (one student per one candidate and submit the nomination to the Provincial Selection Committee).
                                            \n5. Teachers at the higher education level who used to teach the candidate (three teachers at higher education level per one candidate and submit the nomination to the Provincial Selection Committee).<\/p>\n

                                            SELECTION PROCESS<\/b><\/p>\n

                                            The Princess Maha Chakri Award Foundation Committee sets up the Committees for selection process. In this regard, there are a number of Committees and Sub-committees with the following procedures:<\/p>\n

                                            1. Provincial Selection Committee<\/b><\/p>\n

                                            Firstly, the selection process commences at the provincial level.<\/p>\n

                                              \n
                                            • The Governor of each province appoints the Provincial Selection Committee comprising members from various agencies concerned.<\/li>\n
                                            • The number of nominated teachers are considered in proportion to the population in each province.<\/li>\n
                                            • Public hearing will be organized in case that there is an objection to the shortlisted candidates.<\/li>\n
                                            • The Provincial Selection Committee then submits the nomination to the Central Selection Committee.<\/li>\n<\/ul>\n

                                              2. The Central Selection Committee<\/b><\/p>\n

                                              The Central Committee comprises three Sub-committees.
                                              \n2.1 The members of the first Sub-committee comprising representatives from the public, private and media sectors jointly screen the nomination documents and select 40 candidates from 176 candidates based on detailed information from the Provincial Selection Committee.
                                              \n2.2 The members of the second Sub-committee study an in-depth review and select 20 candidates from 40 candidates.
                                              \n2.3 The members of the third Sub-committee go to observe the shortlisted candidates at the school sites as appropriate.<\/p>\n

                                              3. Observations\/Evaluation<\/b><\/p>\n

                                              The members of the Selection Sub-committee that go to the school sites have to observe and interview all concerned such as students (alumni and current students), fellow teachers, school principals, parents and community members. Then the members of the Sub-committee select three most outstanding teachers from 20 candidates and submit the nomination to the Central Selection Committee and the Academic Committee for endorsement. Only one candidate is awarded the PMCA teacher, the other two teachers receive Kunakorn Awards and the 17 remaining teachers are awarded Yingkhun Teachers whereas the rest candidates are awarded Kwan Sit Teachers.                                               The MoE was submitting the proper document to all teachers across the country through Municipal Director to socialize the manuals which prepare from Ministry of Education team. The aims are to encourage the teachers to applying individually base on their performance achievement.<\/p>\n

                                              From the 13 municipalities, the selection committee received 14 candidates. The nominees were required to meet the criteria as stated below:<\/p>\n

                                                Teachers recommended are truly adopting a child-centered and effective pedagogical approach, both during teaching time and\/or during training.<\/p>\n

                                                1. School visits were conducted unexpectedly, in order to prevent the schools or the candidates preparing and\/or organizing themselves in advance.
                                                \n2. Interviews with teachers, other teacher colleagues, school coordinators, students and parents were conducted during the school visits.
                                                \n3. Classroom observations were conducted during the school visits, with the aim of gathering a clear understanding of each candidate\u2019s teaching approach, ensuring that child-centered methodology was being used properly and prominently. Have proper initiative to invent some teaching content as learning tools which will use properly and also usefulness by other teachers and students over the sub municipalities as a model. Have innovative thinking to promote the class extracurricular with coordination with the school principals and school committee.
                                                \n4. We selected five best teachers among the 14 candidates.

                                                1. Upon receipt of the invitation letter from the Princes Maha Chakri Award Foundation in 2022, the International Cooperation Department of Ministry of Education and Training (MOET) reported to MOET Leader for guidance.

The Department of Emulation \u2013 Reward (now the Department of Personnel and Organization) has selected the best candidate from the list of excellent teachers in 2023 from 63 Provinces\/cities in Vietnam: Mr. Nguyen Manh Hung, Vice Principal of Hoang Van Thu High School for the Gifted for the 5th Princess Maha Chakri Award.
